Given the recent stance the governor has taken there to eliminate covid related mandates (not that any of that improves his trustworthiness one bit with me) it makes sense to me that Florida would be the place for this experiment. If he is going off script for whatever reason this could be seen as a bit of punishment. I tend to doubt they are flying vaccine providers. It's just my intuition, but there seems to be too many complications with deploying some synthetic mRNA this way but it does seem possible, given the weakened state of vaccinated people that just about any sort of infection these bugs can carry would be a worthwhile investment in terms of hastening a populations demise.
